Fighting the ban on a critical product.

The members of the National Electrical Manufacturers Association used a particular product extensively in their work. As one would expect, the association was alarmed to hear about legislation that would ban the product’s sale in New York State. In legislative hearings, briefings, and one-on-one contacts, Carr clearly demonstrated that the bill would have a negative effect on public safety—and that the technology touted in the bill was unproven. Even today, Carr continues its efforts to protect this client’s interests, while seeking common ground with the opposition to finalize a workable solution

Grappling with the pressing scrap-tire issue.

Scrap tires present a major challenge: in New York State alone, 18-20 million tires are produced annually, 25 million scrap tires sit in stockpiles, and the state has no viable markets for them. To resolve the problem, the national Rubber Manufacturers Association drafted a series of recommendations—and asked Carr to translate them into legislation. In just a few months, Carr authored a bill, recruited sponsors in both houses of the Legislature, shepherded the bill through passage, and secured the Governor’s signature. Our work continues in seeking long-term solutions for the scrap tire problem.

Restoring funds for disabled students.

Many legislators had never heard of 4201 schools—yet these schools for deaf, blind, and disabled students depended on state funding for their continued operation. As a result, 4201 schools rarely received the funding that the Regents recommended. To rectify this situation, the 4201 Schools Association turned to Carr; in response, our professionals drew on their expertise in government and education to address the issue. First, we initiated a campaign to inform legislators of the schools’ mission. We then leveraged this new awareness to advocate for a restoration of—even an increase in—state funding for the schools. And we arranged for the Governor to receive the Association’s Award of Merit for his leadership in advancing the 4201 cause. Because of our efforts, funding for 4201 schools increased more than $10 million since 1998.
